Summary:
The Director of Family Well-being, Monitoring, and Compliance will focus on supporting the implementation of the agency's Whole Family Approach with a team of Family Advocates and Home Visitors working under two managers.
The Director will be responsible for leading all monitoring and compliance with Head Start Performance Standards and all Title V/Title 22 guidance to excellence.
A leader within the agency's Children and Family Services Department and reporting to the VP of Early Education, the Director will strengthen outcomes for children and families by liaising with other CFS department directors, specifically the Director of Early Education, the Director of Program Operations, and the Director of ERSEA.
The individual will also work closely with the Learning & Evaluation team and the Director of Whole Family & Community Services to strengthen systems and processes to ensure data-driven decision-making.
As an agency director, this position is also part of the agency-wide Leadership Team and accountable for upholding its commitment to excellence and for programmatic support of fund development, advocacy, marketing, and communications efforts in support of agency objectives.
Primary Responsibilities Management & Leadership Responsibilities Lead the design of internal structures, systems, processes, and policies specific to monitoring, learning, and staff development to build capacity for successful federal and state reviews.
Ensures consistency in service delivery across the program with attention to inclusive practices and integration of component areas; leads on efforts for continuous improvement of systems.
Serves as a representative of the program to the community and attends various community meetings as appropriate.
Oversee the team of Family Advocates/Home Visitors and managers.
Participate as a Children and Family Services Senior Leadership Team member; partner actively with the Director of Early Education, Director of Program Operations, and ERSEA Director to provide agency executive leadership with recommendations and insight regarding community, family, and staff needs and pathways to excellence.
Provision/Assurance of Whole Family Services Oversee the work and alignment of Family Advocates (including home-based and center-based teams) in Children and Family Services with the Director of Early Education's Site/Area Manager team to ensure a coordinated approach to achieving strong family outcomes.
Support the agency's Parent Leadership Council with other CFS Directors to ensure that parents elected annually across sites engage with staff for high-quality programs and services that meet community needs and meet or exceed performance standards.
Enhance the team's understanding of cultural relevance to enhance all aspects of comprehensive services for diverse populations represented in the county and among enrolled families.
Ensure the team can connect families to needed resources; provide needed training and support to foster an excellent understanding of agency and partner services.
Monitoring and Compliance Work with the Chief Program Officer and VP of Early Education to complete required federal and state assessments; ensure consultation with other CFS Directors.
Ensure data is supporting the department and agency-level learning agenda and representing CFS data/outcomes within the agency's CSBG reporting requirements Contribute to the planning, writing, and budgeting of donor grants and reports Participate in government and funder calls, including prepping required licensing documents, including the OHS site visits, FA-1 and FA2 Collaborate with the Director of Early Education and Mentor Coaches on evaluation/monitoring, training, and best practices With guidance from the Chief Program Officer and VP of Early Education, coordinate and contribute to reporting to ensure clear work plans including RACI are developed for key reports including PIR reporting, School Readiness, DRDP, annual reports, grant proposals Lead on CLASS observations and training in coordination with the Director of Early Education Act as a ChildPlus Administrator, ensuring that Family Advocates/Home Visitors use the system to full capacity; facilitate PIR reporting and onboarding of new team members onto ChildPlus Development of Team as Success Coaches Work with agency and program leadership to foster a positive working environment through team-promoting activities and individual agency.
Strengthen the FA/HV role as Success Coach to meet agency goals and department objectives In partnership with the VP of Early Education develop and schedule ongoing training and professional development for all FA/HVs.
Strengthen teacher-to-Family Advocate relationships and connections to elevate best practices in the Whole Family Approach.
Strategic Partnerships Participate in collaborative community efforts to foster reciprocal knowledge and enhance functional linkages between Community Action Marin and partner resources.
Lead on select agency advocacy priorities and lift advocacy potentials from staff and community; support building power in community and staff; work to shift the narrative on poverty for families and community.
Lead on organizing staff training events, including agency all-staff events, to reflect learnings, bright spots, and teamwork to showcase how families are achieving thriving.
In partnership with HR, ensure timely completion of performance evaluations across the team with appropriate training and support to build norms reflecting agency values and pathways for professional development Other duties as assigned.
Qualifications BA degree in Early Childhood Education, Child Development, or a related field.
MA - Strongly preferred CLASS Certification is required within the first six months of employment.
Bilingual English/Spanish desired.
Administrative experience with child development programs, including Head Start, serving infants and toddler Administrative experience in managing Title V and Title 22 in California Knowledge of local and state health, safety, and licensing regulations for childcare facilities Prior Head Start or Early Head Start experience and knowledge of its performance standards Effective oral and written communication skills Advanced understanding of basic office applications including MS Office (Word, Excel, PowerPoint, Outlook, SharePoint, and Teams) Experience working with families of low incomes.
Strong commitment to the field of child and family development services Ability to convey ideas and communicate effectively often in the form of public speaking/presentation skills Deep understanding - and ability to articulate - the role equity, inclusion, and diversity play in our work.
